    Definitions and Interpretations
    ' Member ' means any state or regional body or an unit of a national character affiliated as a member of the Federation.
    ' Year ' means the financial year commencing from the 1st day of January and ending on the 31st day of December.
    ' Representative ' means one who is duly nominated as such by an affiliated member of the Federation.
    Head Quarters
    The Headquarters of the Federation shall be normally located at a place to be fixed by the council of the Federation.
    Membership
    The membership of the Federation shall be confined to the Indian Union and shall be open to
    The controlling body for hockey in any state within the Indian Union.
    Any body or an unit of a national character to which the Federation in its discretion may grant affiliation.
    Note:-The present membership of the Federation which consists of 30 member Associations shall continue to remain members with their existing territorial jurisdiction
    Subscription
    Every member shall pay to the Federation an Annual Subscription of Rs. 600/- which may be altered by the Ex.Committee or the General Body from time to time if necessary.
    Fresh applicants of membership shall pay an admission fee of Rs. 1,000/- or such sums as may be decided or fixed by the Ex. Committee or the General Body from time to time.
    All annual subscription shall be payable on or before the 31st January of each year.
    Should the annual subscription be paid later than 31st of January and before 31st of March the defaulting member shall pay a penalty of Rs. 50/- along with arrears
    If the subscription is not paid by 31st March such defaulter shall cease to be a member.
    Any defaulter member shall be eligible for re- admission on the payment of all the arrears of subscription and other dues along with penalties and surcharges if any and also re-admission fee of Rs. 250/- to the Federation and the Federation shall re-admit such defaulter member on the satisfaction of the above condition.
    No member shall have the right to vote or seek election at any meeting of the Federation or a Committee or Sub-Committee thereof, unless the annual subscription of the year and other dues if any have been paid up-to-date.
    Voting
    At the Annual General Meeting or Special General Meeting each member shall have one vote although it may nominate two representatives to attend the meeting, provided that no office-bearers of the Federation, unless they act as representatives of members, shall exercise vote.
    At the Annual General Meeting and special General Meeting voting shall be by show of hands or by ballot as the majority of the members who are eligible to vote shall decide and the verdict of the majority shall prevail. Election of the Office- Bearers shall be by ballot.
    In case of equality of votes, the Chairman shall have a casting vote
    Council
    The supreme authority of the Federation shall vest in the Council consisting of the Office Bearers and Members.
    POWERS AND DUTIES OF THE COUNCIL :
    The Council shall have power :
    To grant affiliation to State and other Associations as provided in the Constitution.
    To disaffiliate or to take such other suitable action against members for misconduct, indiscipline and for being in arrears of subscription and for other reasons provided no such action shall be taken without giving the member a month's notice to show causes why such action should not be taken.
    To hold, control and administer property (movable and immovable) and funds of the Federation.
    To make and amend the constitution of the Federation as and when deemed necessary.
    To frame bye-laws generally for the management of the affairs of, the Federation.
    To adjudicate on and resolve differences among members arising out of jurisdiction, neglect of the game of hockey, and conflicts which may definitely mar the cause of the game.
    To alter, add or rescind any rule of a member which may be reprehensible or contrary to the Constitution of the country or Federation, and or are generally harmful to the promotion of the game in that area.
    To delegate to the Executive Committee, or to one or more Committees or Sub-Committees all or any of the powers enumerated in c, e, f & g above.
    To consider and decide matters not covered by the Constitution
    To appoint India's representative or representatives on the F.I.H., I.O.A. and other similar bodies and Federations.
    To take such other steps as may be necessary or expedient to carry into effect the objects of the Federation
    Office Bearers
    The following shall be the Office-Bearers of the Federation to be elected in the manner hereinafter provided
    President
    Eight Vice-Presidents
    Secretary General
    Treasurer
    Three joint Secretaries
    Note:-There shall be a paid Assistant Secretary
    ELECTION OF OFFICE BEARERS
    The Office-Bearers shall be elected at the Annual General Meeting for a term of four years from among the representatives of members present and eligible to vote
    All the office Bearers shall be eligible for reelection for second and subsequent terms of 4 years each on obtaining simple majority votes of the members present, and voting in the election.
    No such office bearer of the Federation shall be eligible to be office-bearer simultaneously in any other National Sports
    Executive Committee
    The Executive Committee shall consist of the Office-bearers and not more than eight members elected at the Annual General Meeting from among members
    For the purpose of the Societies Registration Act, 1860, the Governing Body of the Federation shall be the Executive Committee.
    A special meeting of the Executive Committee may be convened at any time by the President and also shall be convened on the requisition to that effect being made in writing by not less than six members of the committee. Any such requisition shall express the object of the meeting proposed to be called and shall be sent to the Hon. Secretary
    The Executive Committee shall meet at such time and place and shall conduct proceedings in such manner as the President may room time to time determine.
    Until otherwise determined, five members shall form a quorum. The President, or in his absence, a Vice- President or, in absence of both, a member elected by those present at the meeting shall be the Chairman. In the event of an equality of votes, the Chairman shall have a second or casting vote.
    Fourteen clear days' notice of a meeting of the Executives Committee together with an Agenda shall be given to the members of the executive Committee. However an emergent meeting of the Executive Committee shall be called at a shorter notice of seven days.
    A resolution in writing signed and agreed to by all members of the Executive Committee shall be as valid and effective as if it had been passed at a meeting of the Executive Committee. Such a resolution shall be ratified at the next meeting of the committee.
    The Executive Committee shall have power to control, expend and regulate the finances of the Federation.
    The Executives Committee shall have power and discretion to institute or defend any action or actions at law for or against the Federation.
    The Executive Committee shall have power to fill in the causal vacancy of auditor or auditors forthwith, whenever it occurs
    The Executive Committee or any Special Committee duly nominated by it shall hear and decide all questions submitted to it, including those relating to the internal dispute of a member. All its decisions shall be binding on members but an appeal therefrom may be filed to the council in writing within fifteen days of such decision by a member who is not satisfied with the decision along with an appeal fee of Rs. 1000.00
    The Executive Committee shall have power generally to do all acts and things necessary and expedient to carry out the objects of the Federation and not herein expressly specified.
    The Executive Committee shall have the power to remove and replace any member of the Selection Committee, Technical Committee, Umpires Committee or of any other committee whether such member had been elected or nominated by the Council or by the Executive Committee itself.
    The Executive Committees shall have the power to frame bye-laws, not inconsistent or adverse to the Constitution, generally for the management of the day-to-day affairs of the Federation.
