INDIAN WOMEN'S HOCKEY FEDERATION 1993 |
|
|
1. Preliminary |
|
|
These Rules supersede and cancel all previous issues of the rules whether printed, type - written existing previous to 28th November, 1993. |
|
|
2. Titles / Information |
|
|
The name of the Federation shall be the "INDIAN WOMEN'S HOCKEY FEDERATION" (here in after referred to as I.W.H.F.) |
|
|
3. Definitions |
|
|
In this Constitution, unless otherwise indicated by the context, the following words wherever they occur are defined as follows |
|
|
 |
"Federation" - Indian Women's Hockey Federation |
|
 |
"Member" - State, Union Territory and other Association affiliated as Member of I.W.H.F. |
|
 |
"Council" - The General Council of the Federation. |
|
|
4. Objects |
|
|
The objects of the Federation shall be: |
|
|
 |
To promote, encourage and develop the game of hockey among women in the Indian Union. |
|
 |
To maintain general control of the game of hockey in the Indian Union and keep it on the highest ideals of in sports. |
|
 |
To co-ordinate inter-member activities in all possible ways including holding of inter-member tournaments and National Championship Tournament. |
|
 |
To encourage the formating of State, Union Territory and other Associations for the control of the game in such territory/institution as may be assigned to them. |
|
 |
To collect funds and administer them in such manner as may be conducive directly or indirectly to the objects of the Federation. |
|
 |
To promote the formation of State or Union Territory Organisations. |
|
 |
To select teams to represent India and to promote, control and finance visits to such teams abroad. |
|
 |
To promote control and if necessary to finance the visits of India of foreign teams. |
|
 |
To improve and standardise umpiring on National and International scale. |
|
 |
The member states shall regularly participate in the Sub-Junior, Junior and Senior Nationals. |
|
 |
The member states shall participate at least in one National championship in a year i.e. Sub-Junior, Junior and Senior National Championships. |
|
|
5. Membership |
|
|
The membership of the Federation shall be confirmed to the Indian Union and shall consist of: |
|
|
 |
Controlling body for Women's hockey in any State or Union Terrotory within the Indian Union. |
|
 |
Any Association of a national character to which the I.W.H.F. in its discretion may grant affiliation. |
|
 |
Patrons and Honorary Patrons. |
|
|
Note: |
|
|
 |
The members of the Patrons and Honorary Patrons above shall have all the privileges of a member of the Federation but shall not be eligible to vote at the election meeting of the Federation. |
|
 |
The I.W.H.F. shall be the sole judge of the qualification of Union Territory and other organisations for being members of the Federation or continuing as such. |
|
 |
Two representatives nominated by the President of each State or Union Territory Associations shall be on the general council but only one shall be entitled to vote including the office-bearers of the I.W.H.F. |
|
|
6. Subscription |
|
|
 |
Each affiliated association shall pay to the I.W.H.F. a subscription of Rs. 2300/- every year & Units Rs. 5000/-. |
|
 |
Admission fees - Every new Union territory or State Association shall pay a sum of Rs. 2300/- & Units Rs. 5000/- only besides the Annual Subscription. |
|
 |
Entry fee - All the affiliated teams participating in Senior, Junior or Sub-Junior National shall pay Rs. 500/-, Rs. 200/- and Rs. 200/- respectively to the Federation. |
|
 |
Capitation fee:
a) The member Association shall pay Rs. 10,000/- for staging
any all India Tournament duly recognised and approved
by the I.W.H.F.
b) Non-member organisation staging all India Tournament
shall pay Rs. 20,000/- to the I.W.H.F.
c) The member association shall pay Rs. 5000/- for organising
any International Tournament.
d) Non-member organisation staging any International Tournament
shall pay Rs. 1 lakhs to the I.W.H.F. |

 |
Capitation fee or Guarantee money for International matches:
The I.W.H.F. shall charge a sum fixed by the Council for Test and Exhibition matches as and when some foreign team visits India. |
|
 |
Player's Registration fee:
Every playing member of affiliated units participating in the Sub-Junior, Junior and Senior National Championship and all India tournaments shall register their players with I.W.H.F. in the prescribed form by paying a Registration fee of Rs. 5/- per player for one active year. Each state Association shall pay Rs. 500/-per year for the Registration of minimum 100 players and organisation/institution shall pay Rs. 5000/- per year. |

|
7. Year of Activities |
|
|
 |
The year of activities and the financial year of the Federation shall be from 1st April to 31st March. |
|
|
8. Annual Subscription |
|
|
 |
Annual subscription shall be paid by 30th April each year. |
|
|
9. Eligibility of Vote |
|
|
 |
No member shall have the right to vote or seek election at any meeting of the Federation or of a committee or sub-committee there of, unless the Annual Subscription of the year and other dues if any have been fully paid. |
|
|
10. Territorial Jurisdiction |
|
|
The territorial jurisdiction of a member is classified as under: |
|
|
 |
Shall be the area, assigned by the Federation |
|
 |
No member shall be allowed to hold office or represent two Union Territory or State Associations at the same time. |
|
 |
No member shall itself in any way promote or take part in or permit any State Association, club, or body within it's jurisdiction to promote or take part in any tournament.
a) Which is not sanctioned by the I.W.H.F. or by any organisation
which is a member of the I.W.H.F.
b) At which any thing but a challenge cup or trophy is
played for by the teams.
c) At which prizes other than medals of nominal value
are awarded to any individual player.
d) At which any payment, other than that which is specified
in Rule12 below, is made for participation in it. Infringement
of this shall be dealt with by the member concerned and
reported to the I.W.H.F. |

The I.W.H.F. shall have the power to organise Match/Tournament in any area/jurisdiction of any affiliated unit if there is no proper State Association functioning in the area or the member has shown it's inability to conduct a fixture or tournament under its auspicious. |
|
|
11. Disqualifications |
|
|
 |
Members shall exclude from there own body as well as from any Association, Club or Body affiliated to them, any player who directly or indirectly receives remuneration of any kind for playing hockey over and above, and in addition to the actual travel and accommodation expenses incurred by her. They shall also exclude from affiliation with themselves any Association, Club or Body which fully permits such remuneration to be paid or which condones the acceptance of such payments by a player. |

|
12. Jurisdiction |
|
|
 |
The jurisdiction of the Federation shall extend over the Indian Union. No member shall affiliate a club or district association which is situated with in the jurisdiction of another member. No member shall permit any Club or Association from with in the jurisdiction of other member to take part in any tournament under it or within its jurisdiction unless the Club or Association applied for entry through the member within whose jurisdiction it is located, nor shall any member permit any Club or Association within its jurisdiction to play charity matches or undertake hockey tours within the jurisdiction of another member without the consent of the member concerned or of the Federation. |

13. Bans & Restrictions |
|
|
 |
Members shall report to the I.W.H.F all cases or penalties, disqualifications or bans imposed on player, clubs, association, tournaments, matches or umpires in their jurisdiction. Such report shall be circulated by the Honorary Secretary to other members and enforced by them in their jurisdication and shall be in operation unless the penalty is withdrawn by the member imposing them. |

Note: |
|
|
 |
This does not debar the General Council of the I.W.H.F from taking action against any club institution, association,
university player or official being provide to the satisfaction of the I.W.H.F. to have been guilty of any violation or non-observance
of the laws of the game concerned or of the rules governing the various competitions organised by the affiliated units or of any
misconduct whether in relation to sports or otherwise, the I.W.H.F shall cancel forthwith the affiliation of the club, institution,
association, university, individual player or official or otherwise deal with it or her in such manner as the Federation may deem proper.
Any affiliated club, institution, association, offending club, university during the period of suspension shall be deemed guilty of
misconduct and shall be dealt by the I.W.H.F. in such manner as may be deemed fit. Before any action is taken under this rule, the
individual, the offending club, institution, association or university shall be given an opportunity of stating their case in writing. |

|
14. Appeals |
|
|
 |
Appeals against disciplinary action by member against player or club, association, tournaments or umpires in their jurisdiction shall be with the I.W.H.F. and shall be preferred within one month of the date of decision. No members shall seek redress in any court of law for any matter pertaining to any greivances, the same will be referred by the President or the General Council to a Tri-bunal Committee appointed for the purpose which will forward its findings to the President I.W.H.F. who will lay it before the General Council whose decision in the matter shall be final and binding. |

15. Administration |
|
|
 |
The Supreme Authority of the I.W.H.F. shall west in the General Council which shall consist of the Office-bearers and the President or nominee of each State or Union Territory Association provided that of the President of the State or the Union Territory association is unable to attend the meeting of the council. However, two representatives of each State, Union Territory or other association affiliated to the Federation shall be entitled to attend the meetings of the council. |

16. Office Bearers |
|
|
The following shall be the office bearers of the Federation: |

They will be elected to the general Council from amongst its members from the nominations
sent in by the members to reach the Hon. Secretary at least one calender month prior to the meeting of the General Council.
In the absence of nominations not received for a particular office offices or are less in number, such nominations can be made
on the floor of the House.
Office bearers and the members of the Executive Council of the Federation may hold office as such
for one or more terms of 4 years each, on obtatining simple majority votes of the members present and voting in the election.
The office bearers of the Federation shall be women preferably as far as possible and exceptions can be made in case of men
who have rendered services for the cause and promotion of women's hockey. Technical post should be only be assigned to
qualified persons whether female or male. |

17. Head Quarters |
|
|
 |
The headquarters of the Federations shall be at New Delhi as per Government guidelines where as the Office of the Hon. Secretary shall be where she resides. |
|
|
18. Powers and Duties of the General Council |
|
|
 |
To admit membership of the Federation, organisations and individuals applying for membership in accordance with the Constitution. |
|
 |
To elect the office bearers of the Federation. |
|
 |
To elect the Executive Committee of the Federation and such other standing committee which may be necessary for carrying out the activities of the Federation. |
|
 |
To appoint Adhoc committee as and when it is deemed necessary. |
|
 |
To appoint auditors, who shall invariably be Charted Accountants and to fix their remuneration. |
|
 |
To adopt the Annual Report submitted by the Executive Committee. |
|
 |
To pass the audited statement of accounts and budget estimate. |
|
 |
To hold, control and administer, the property and funds of the Federation. |
|
 |
To make and amend Rules of the Federation as and when considered necessary. |
|
 |
To frame bye-laws in accordance with the rules of the Federation. |
|
 |
To consider and decide matters not covered by the rules. |
|
 |
To take such steps as may be necessary or expedient to carry into effect the object of the Federation. |
|
 |
To decide the date and time for the next National Hockey Championships. |
|
 |
To disaffiliate members for misconduct, willful infringement of rules, indiscipline and for being in arrears for more than a year after giving a month's notice and for other reasons. |
|
 |
To adjudicate on and resolve differences among members arising out of jurisdiction neglect of the game of hockey and conflicts which may definitely mar the cause of the game. |
|
 |
To delegate any powers to the Executive Committee as mentioned in 9,10,11,12 & 13. |
|
|
19. Executive Committee |
|
|
 |
The Executive Committee shall consist of the office-bearers as provided in Rule 16
and not more than 8 members (by name) from amongst the members states, elected at the Annual general
meeting from amongst the members present.
The office bearers of the FIH, AHF of any from India shall
be ex-office members of the Executive Council of the I.W.H.F.(without voting right). A nominee of the
Indian Hockey Federation could serve on the Executive if I.W.H.F. on reciprocal basis. |

|
20. Powers and Duties of the Executive Committee |
|
|
The Executive Committee shall have power: |
|
|
 |
To manage and conduct all the affairs of the federation in accordance with the general direction of the President and with general provisions of the constitution and bye-laws of the Federation. |
|
 |
To sanction and control expenditure in accordance with provisions of the budget approved by the Council. |
|
 |
To hear and decide all questions submitted to it, including those related to the internal
disputes of a member. All its decision shall be binding on members but an appeal therefrom may be filled in
writing within fifteen days by a member who is not satisfied with the decision along with an appeal fee of Rs. 1000/- |

|
Note: |
|
|
 |
The Executive Committee shall be convened as and when deemed necessary by the President at a place decided by her. Normally 15 days notice with Agenda shall be circulated to all members of the Committee. In emergencies a meeting may be convened at a shorter notice. |
|
|
21. Annual General Meeting |
|
|
The Annual General Meeting shall be ordinarily be held at the same
time and place, at the National championship unless decided otherwise by the General Executive Council.
The Hon. Secretary shall give 21 days clear notice of the meeting to all the members.
The Agenda will
be forwarded along with audited accounts at least two weeks before the date fixed for the meeting.
The Annual General Meeting in which elections are to take place, the Hon. Secretary shall give 45 day
notice instead of 21 days. |

The business transacted at the meeting shall include : |
|
|
 |
Confirmed of the minutes of the last General Council Meeting. |
|
 |
Adoption of Annual report. |
|
 |
To pass the Audited statement of accounts, and the budget estimates presented by the Hon. Treasurer. |
|
 |
Election of Office-bearers (when due) |
|
 |
Appointment of the Auditors. |
|
 |
Consideration of amendments to the Rules and bye-laws of the Federation and of the game whenever necessary. |
|
 |
Consideration of resolutions, notice of which has been given at least one week, before date of the meeting. |
|
|
Voting: |
|
|
 |
Voting shall be by secret-ballot and voting of majority
shall prevail. In case of equality of votes, the chairman shall have a casting vote. |
|
|
22. Quoram |
|
|
 |
One-third (1/3) of the members (affiliated units) shall be the quoram for all the meetings of the I.W.H.F. |
|
|
23. Adjourment |
|
|
 |
For want of quoram a meeting may be adjourned for a day, no quoram being necessary for an
adjourned meeting, whether of the General Council, or of the Executive Committee. The venue of the meeting
shall not change and the original agenda should only be discussed. No notice will be necessary for an adjourned
meeting.
Except for want of quoram no meeting of the General Council or of the Executive Committee once summoned
shall be postponed or cancelled unless two third of the members ask for postponement or cancellation and provided
one week's clear notice is given to all members of the postponement. |

24. special general council meeting and emergent general meetings |
|
|
The Hon. Secretary shall convene a special general meeting of the Federation at anytime in consultation with the President. |
|
|
 |
By order of the President. |
|
 |
Upon receiving a requisition from one-third (1/3) affiliated associations,
to consider such matters as may be mentioned in the requisition. The Hon. Secretary shall
give fourteen days clear notice of such meeting to all members and shall also circulate a
copy of the Agenda. |
|
 |
By a resolution of the council.
|
|
|
In case of emergency the President on her discretion may convene an Emergent general Meeting at a shorter notice. |
|
|
25. Minutes |
|
|
 |
The minutes of all meetings of the Council shall be recorded by the Secretary
and after approval of the President, they shall be circulated to all the members.
At each meeting,
the minutes of the previous meeting shall be confirmed after considering any objection that may be raised. |
|
|
26. Powers and Duties of the Office Bearers / President |
|
|
 |
The President shall act as Chairman at all the meetings of the I.W.H.F.
in accordance with bye-laws annexed. The President shall deal with all urgent matters which
may arise from time to time and shall take such action as she deems necessary and shall report
the same at the next meeting of the Executive Committee whichever is earlier. |

|
27. Vice - President |
|
|
 |
One of the Vice-President shall be elected chairman in the absence of the President. |
|
|
28. Hon. Secretary |
|
|
 |
She shall carry on correspondence on behalf of the I.W.H.F. and give effect to
the resolutions of the General Council as the Chief Executive Officer, and shall issue notices of
meetings and record minutes of the same and is responsible for their maintenance.
The Hon. Secretary
shall also be responsible for the maintenance of records of registers as well as the custody of al
the papers of the Federation and for carrying out other duties that may be entrusted to her by the
I.W.H.F. from time to time. An imprest of Rs. 5000/- may be given to the Hon. Secretary and Rs. 2000/-
to the Assistant Secretary (paid) for office expenses to be recouped from time to time. This amount can
be increased/decreased by the Executive Committee as per needs of the Federation. |

Note: |
|
|
 |
The only authorised person to give statements to Press on matters of
Women's Hockey shall be the President or Hon. Secretary of the I.W.H.F. Any other person
who is connected with the IW.H.F. directly or through its affiliated associations or
registered players shall render themselves liable to disciplinary actions for any beach
of this rule. |
|
|
29. Hon. Treasurer |
|
|
 |
The Hon. Treasurer shall collect and keep with an approved Bank all subscriptions from members and any other money that may be paid to the I.W.H.F. and shall issue receipts for all sums received. The Hon. Treasurer shall maintain accounts of the funds of I.W.H.F. and present statement of accounts duly audited by the Auditors at the Annual General Meeting. All payments shall be in accordance with the orders of the I.W.H.F. except those for incidentals, for meeting which an imprest of Rs. 1000/- will be placed with the Hon. Treasurer to be recouped from time to time. |

30. Operation of Accounts |
|
|
All cheques or drafts on the Bankers of the Indian Women's Hockey Federation shall be operated and signed jointly by any of the two out of the following office-bearers: |

31. Inter-Member Registration and Transfer of Players |
|
|
 |
Inter-member registration and transfer of players shall be governed by the
eligibility of rules prescribed in the Appendix II to this Constitution. Such transfers from
one member to another member shall not be deemed to be complete until the permission of the
Federation is received in writing.
Organisation, State or Union Territory Association
applying for membership shall submit with their application a copy of the rules, and the number
of players on their rolls. Alterations in their rules shall not conflict with the rules of
I.W.H.F. from time to time submitted by all the affiliated units.
Members shall register
their colours with the I.W.H.F. and pay the requisite registration fee of Rs. 100/-. |

32. Uniforms |
|
|
 |
The uniforms for the National team shall be Sky Blue Blazer, Dark Blur Blouses or full sleeves Shirts with white linded Skirts or Shorts with matching stockings. |
|
33. Emblem - Badge |
|
|
 |
Ashoka Wheel. |
|
 |
Combination of Sky Blue and Navy Blue on Playing shirts, Golden thread for Blazer Pockets. |
|
|
34. Representation |
|
|
 |
The President or her nominee and the Hon. Secretary shall represented India on the International Hockey Federation (FIH) and Asian Hockey Federation (AHF) and other Organizations. |
|
|
35. Residuary Powers |
|
|
 |
All residuary powers shall vest in the Council of the Federation. |
|
|
36. Contribution for Players |
|
|
 |
The Members Associations are requested to bear the cost of their
respective selected players participating with World Championships, World Cup and
other International Tournaments, tours and matches in India or abroad as worked out
by the Federation. The State and Union Territory Association and other affiliated
units shall be responsible for the payment of such amounts to the I.W.H.F. with in
the specified period. |

37. Place of Meeting |
|
|
 |
All meetings of the council, Executive Council and other committees or
sub-committees shall be held at the Head Quarters of the Federation unless otherwise
directed by the President, subject to any previous decision of the council or the Executive
Committee as the case may be. |
|
|
38. Affiliation with F.I.H., A.H.F. and I.O.A. |
|
|
 |
The I.W.H.F. shall seek affiliated with FIH, AHF and IOA and send its teams in
the tournaments organised or sanctioned by them and also participate in the Olympic Games, Asian
Games and other International tournaments. |
|
|
39. Goverment Guidelines and Directives |
|
|
 |
In the event of any directive from the Department of Youth Affairs
and Sports, Govt. of India and Sports Authority of India, the same shall be adheared
to by the Indian Women's Hockey Federation. |
|
|
40. Indoor Hockey |
|
|
 |
A special committee duly approved by the I.W.H.F. shall control Indoor Hockey
in the country and hold tournaments and coaching camps regularly under the auspicious of the I.W.H.F. |
|
|
BYE-LAWS FOR USE AT MEETINGS OF THE I.W.H.F. |
|
|
1. Chair of the Meetings |
|
|
 |
The chairman shall be taken throughout the meetings by the President in office
at the opening of the meeting or in her absence by one of the Vice-President, in the absence of
President and Vice-President the meeting shall vote one of its members to the chair before
proceeding to business. |
|
|
2. Person Elgible to Attend the Meeting |
|
|
 |
Only members of the I.W.H.F. shall attend the meeting. Voting by Proxy shall not be allowed in any meeting. |
|
|
3. Person Eligible to Speak |
|
|
 |
No member other than those attending the meeting with the right to vote,
shall be eligible to address the meeting, except by invitation and with the permission of
the chair. |
|
|
4. Duration of the Meeting |
|
|
 |
Any member may move that the proceedings to terminate at a given hour
and if the motion be seconded, it shall be put to vote forthwith by a show of hands.
Any sub-sequent motion to extend such time must be carried by affirmative vote of not
less than two third of the members present and voting. |
|
|
5. Time Limit for Discussion |
|
|
 |
The chairman shall at any time take the opinion of the meeting as to the length
of time to be allowed for the discussion of any motion, and shall then at her discretion, limit
the time for each speaker. |
|
|
6. Resolutions |
|
|
 |
Every resolution shall be proposed and seconded, except those proposed from the chairman.
A resolution or amendment may be withdrawn by the mover with the consent of the seconder and of the meeting,
which shall be signified without debate and no member may speak to it after the mover has asked permission
for its withdrawal unless such permission shall have been refused by the Chairman. |

7. Points of Order |
|
|
 |
Questions and explanations- Any member may rise to a point of order,
or a member may rise to explain but such explanation shall be confirmed to some material
part of his/her former speech which may have been misunderstood.
A member may rise
to ask a question but all question must be strictly concerned to a request for information
and not to include any statement or argument. |
|
|
8. Voting & Results |
|
|
 |
On the general business of the meeting, the members shall vote by show of hands and the chairman will declare the results. |
|
|
9. Final Decision |
|
|
 |
The decision of the chairman on any point shall be final. |
